CPU: minrcraft is single threaded. Dual cores don't offer an imaginary boost. Running a recording program will not cause any problems. It may top near 100% usage but it wouldn't throw frames that low. Pentium D is recommended his laptop cpu far surpasses pentium D (3GHz pentium D roughly equates to a 1.5GHz core 2)
GPU:minecraft ran at 50 before. Nothing is running that is gpu intensive other than minecraft itself. Its not this.
RAM: it could be ram with his gpu using system memory. Frankly tho we don't know how much ram he has. 2GB yea he needs more 3GB should just be enough and 4GB is plenty. He cant have more as his laptop is limited to 4GB. Either way nearing the ram ceiling causes paging which is an extra I/O for his hard disk to handle.

I think the best bet is the HDD. Attempting to write the Video to it, while also accessing the game info may be too much for the HDD. It looks like from what I can find online the HDD is a 5400RPM drive, which is on the current low end of speed. running the OS, Minecraft, and trying to write the video may be too much.
I would try removing or shutting down all extra/unneeded programs while playing. Also, you could try De-Fragmenting your HDD (I would run it 2-3 times), the increased efficiency from cleaning up the memory blocks may help offset the double duty the HDD is currently doing. You could also turn down the settings not only in Minecraft, but also in Bandicam, as suggested here., by turning down the settings of Bandicam, it will be creating a smaller amount of data for any given time, requiring less time to write it to the HDD.
If you only have one stick of ram, I would suggest getting another, according to the web, you can have up to 4gb. You could also upgrade the HDD to a higher speed drive, or even step up to a SSD.

It happens ONLY when i start recording.
Otherwise Minecraft runs generally at 40+ FPS

Optifine has not helped. I have set down all graphics and played the way Bandicam tells me too.
More info as it progresses.. im getting help of my freind who uses Optifine and Bandicam
