No. I'm almost sure that they keep the nods on the current version so not for the snapshots but when 1.5 comes out they will update there mods.

I just downloaded the latest Minecraft 13w07a snapshots and loving the new features ♥♥♥ I just wanted to know if mods such as Forge and Optifine are released for them? I really need them because my current computer is slow and MC is lagging...

The snapshot is a weekly release while they are developing the new version for the public to test and report bugs. Basically, think of it like a beta test for that version. And since there is no guarantee that a new feature will remain or stay as it is, the mod developers don't really start working on updates until the pre-release comes out. This gives the mod developers a head start to update their code. This doesn't mean they release their updates the same time that Minecraft updates come out, but it does shorten the time between the Minecraft update and the mod update.

So you just need to be patient and wait for 1.5 to be released. Shortly after that, those mods should be updated.

I've noticed Optifine is almost always updated within a day or two of the official updates coming out, so it's usually not an issue with that one.
